An emissions target range of 10-20% below 1990 levels by 2020 is a significant challenge, but strikes a sensible balance given New Zealand’s circumstances, says Business NZ.
Chief Executive Phil O’Reilly says New Zealand’s target range is broadly in line with the average developed nation target of 15% and reasonably well aligned with Australia’s target.
“Most countries have chosen a target that is conditional on what other countries do, which is understandable since taking action when others do not will not address a global issue.
“New Zealand’s choice of conditions - including those that relate to our unique status as a developed, agriculture-reliant economy - appear appropriate and sensible.
“The target chosen will drive positive change in business practice while also bringing increased costs for energy and other costs associated with the transition to a lower-carbon future.
“Business would like to see some detail of the Government’s plan to deliver the target and we look forward to working cooperatively with the Government in order to ensure that domestic policy action is well balanced and measured in its application.
“We are aware of the complex job now facing our negotiators at the global talks in Copenhagen and wish them well.”
